A meeting was held on June 10, 2009 concerning the impact of the construction on the north side of our neighborhood.  Specifically, the lighting and visual concerns expressed by our neighbors whose properties back up to this development.  The problem is that the lights from the new parking areas are distracting to the homeowners.  And, the elevation of the project has created a negative view from their back yards.  Board Members John Bradford, Michael Porter, and Dick Reader met with Daniel Linscott, Manager of Construction & Design for Spectrum Ridge, LLC, the developer, and Wayne Kastensmith, Civil Inspector III, from the City of Phoenix.  The meeting was arranged by our property manager, Cuellar Realty Services, Inc. and attended by Terry Cuellar and William Ballesteros. 

The following two alternatives were offered to improve the privacy and view of the neighbors and to block headlights and other lighting from the site: 1) a 6 foot high concrete wall running the length of the property; or, 2) a hedge of shrubbery (Sour “ornamental” Orange) running the length of the property that will grow to 10-12 feet.  The plants would be 30 inches apart and will grow together in a tight hedge.

All present felt that the hedge would be the best solution for privacy, reduced lighting and view.  Planting will begin as soon as permits are issued.  It seems this should begin in a week to 10 days.  The initial plants will be 3-4 feet in height but they are fast growers.

The Board wishes to thank those neighbors who brought this issue to our attention and Cuellar for contacting the City and property management to stress the importance of this change in design.
